From Blogger dashboard

1. Sign into Blogger
log into blogger there is a orange button says sign in

2. in the left menu click reading list icon 

click the reading list icon it looks like a bookmart
3. in the top right click manage reading list icon

in the top right click the manage icon to edit reading list
4. click the orange button on top right says add

top right button click add to add a reading list

5. type the URL of the blog you would like to add then click next

click the URL Box and type in the URL you would like to add
6. Choose whether you want to follow publicly or anonymously  

choose if you want follow public or private

7.click follow button 

should be a big orange button says follow
